Turkmenistan to Unveil New Constitution on 26 September 2008

nCa, Ashgabat, 16 Aug 2008 – The revised version of the constitution of Turkmenistan, incorporating major amendments and introducing a whole new section on the rights of the individual, would be unveiled on 26 September 2008.

Ms. Akja Nurberdiyeva, chairperson of the parliament of Turkmenistan, told Friday during a meeting of the cabinet of ministers that the constitutional reforms committee was finalizing the draft in the light of thousands of proposals received from the citizens across the country.

President Berdymuhamedov instructed that all proposals must be considered carefully and where necessary the suggestions must be introduced into the final version of the constitution by 10 September 2008.

Khalk Maslahaty – People’s Council – the highest deliberative and legislative body of Turkmenistan will meet on 26 September 2008 in Ashgabat to adopt the revised constitution.

It is expected that after adopting the constitution the Khalk Maslahaty would either dissolve itself or would curtail its role to a merely consultative capacity because the revised version of the constitution is going to transfer almost all of its powers to the parliament and the president.

During the same session, the Khalk Maslahaty would also approve proposal for pardon of a large number of prisoners on the eve of the Night of Power (Gadyr Gijesi), the twenty-seventh night of the Holy month of Ramadan. Turkmenistan traditionally sets free nearly half of the prisoners every year on this occasion.
